IAR库函数STM8S003读取红外遥控接收码，支持连发码读取

【实例简介】
IAR环境库函数实现STM8S003最小系统上，用PC7口作为红外遥控头接收端，红外遥控头为VS1838B，实现红外遥控器按键编码读取，并通过定时器统计按键按下的时长，支持连发码重复码的读取，并将读取的结果通过串口打印出来。
